Former Democratic New York State Assembly Member and New York City Council Member Francisco Moya Joins Chartwell Strategy Group

Washington, October 7, 2026 – Chartwell Strategy Group, a leading government affairs and strategic communications firm, announced today that former Democratic New York State Assembly Member and New York City Council Member Francisco Moya has joined the firm as a Senior Advisor to support the company’s growing New York operation and advise on federal government affairs. Moya brings more than two decades of experience spanning government service, Democratic politics, business, sports, real estate, labor, and community development. His career also includes senior government affairs experience in the private sector and service at the federal, state, and city levels of government.

Moya served for 15 years in elected office, representing Queens in both the New York State Assembly and the New York City Council. During his tenure in the City Council, he chaired the Subcommittee on Zoning and Franchises and played a central role in advancing some of New York City’s most significant land-use and economic-development initiatives.

He is widely recognized as a principal architect of the Willets Point redevelopment, a transformative project that includes New York City’s first soccer-specific stadium, 2,500 units of affordable housing, a new 650-seat public school, open space, major infrastructure improvements, and thousands of union jobs. His leadership helped bring together government, organized labor, business, sports, and community stakeholders to advance a project that had remained stalled for generations.

Moya also played a leading role in securing City Council land-use approvals for Metropolitan Park, the development envisioned by Steve Cohen and Hard Rock International adjacent to Citi Field. Plans include a Hard Rock hotel and casino, 25 acres of new public park and recreational space, entertainment and community amenities, transit improvements, and thousands of union jobs. Together with the Willets Point redevelopment, these initiatives reflect his leadership in advancing major investments that expand economic opportunity and create lasting benefits for Queens.

A lifelong soccer advocate and a go-to figure for soccer in New York, Moya has worked closely with major sports organizations and community partners to expand access to youth soccer and strengthen New York’s position as a global sports destination. During his tenure on the New York City Council, he worked alongside the New York-New Jersey Host Committee in preparation for the 2026 FIFA World Cup.

As a government affairs and public affairs executive, Moya represents New York City Football Club, BIO, and a labor union, among other clients. He also advises a soccer academy in the United States and a football club in Spain. His work focuses on building coalitions, navigating complex political and regulatory environments, and developing strategies that align business objectives with public and community priorities.
