Matt Epperly is a Founding Partner and Managing Director of Chartwell Strategy Group. He serves as a trusted advisor to corporate, non-profit, and government leaders on strategy, government relations, communications, international affairs, and political risk management. Matt is a leading Democratic strategist and fundraiser and a veteran of presidential, mayoral, and congressional campaigns.
Throughout his career, Matt has worked at the intersection of business and public policy as a consultant and entrepreneur.
As a consultant, Matt has advised high-profile corporate clients on a range of issues, including mergers and acquisitions, board and leadership transitions, crisis management, rebranding, digital strategy, and social media. Matt has managed multi-faceted public affairs campaigns, primarily on behalf of the U.S. government, in over 30 countries around the world.
Earlier in his career, he worked in government and politics in New York City and was a founding member of a strategic consultancy and a real estate investment company specializing in transformative mixed-use and affordable housing development. He currently serves as a senior advisor to Broad Creek Capital helping to identify investment opportunities in real estate, small and mid-sized private companies, and start-ups.
Matt graduated from the School of Foreign Service at Georgetown University and received his MBA from the McDonough School of Business at Georgetown University.
Ozzie Palomo is a Founding Partner and Managing Director of Chartwell Strategy Group. He specializes in devising and executing advocacy strategies for clients in a bipartisan manner before the Legislative and Executive branches of the federal government.
Working with large institutions, small businesses, start-ups, and publicly traded companies across all business sectors, Ozzie offers clients guidance on the intersection of policy and politics.
In addition to his role at Chartwell, Ozzie currently serves as the Co-Chairman of the Wilson Center’s Wilson Policy Council. He is also a frequent contributor to various political shows in the New England region including Brian & Co. on WTIC 1080AM and LX News Current featured on New England Cable News/NBC 10 Boston.
Originally from Costa Rica, Ozzie was raised in New York and earned his BA from James Madison University with a major in Political Science and Modern Foreign Language, and a minor in History.
David is a Founding Partner and Managing Director of Chartwell Strategy Group, a Washington based government relations and strategic communications firm. He is a widely regarded Washington public affairs executive, advising CEOs, heads of trade associations and world leaders on legislative, political and reputational risk.
He has successfully worked on high profile domestic and global public policy issues over the past 20 years including energy, financial services, foreign investment, tax reform, telecommunications and trade. In addition, David works closely with global law firms advising clients on sensitive and sophisticated crisis communications matters.
David is a leading Republican fundraiser having served on numerous presidential, congressional, and gubernatorial national finance committees over the past two decades, including the last four presidential campaign cycles. He has been featured in Politico as a "Power Player" and is annually listed by The Hill as a "Top Lobbyist." He frequently appears in international and U.S. print media providing political analysis on current affairs.
David previously managed the Washington, DC office of a national public affairs firm where he was responsible for all facets of the firm’s operations including business development, client service, and external affairs. Prior he worked at Ogilvy Public Relations providing strategic communications services to leading corporations. Tamasi began his career working in the Massachusetts Legislature and at the Boston law firm of Todd & Weld, LLP.
David is a Member of the Cultural Property Advisory Committee and served on the Board of the ALS Association DC/MD/VA Chapter. He earned a bachelor's degree from Gettysburg College and a master's degree in Journalism from Boston University.
Joe Borelli is a Managing Director at Chartwell Strategy Group. Joe Borelli spent decades as one of the most prominent and vocal members of the New York City Council and the State Legislature, capping his public career as the council’s Minority Leader with a long track record of delivering bipartisan results through constant collaboration and relationship-building.
During his ten-year tenure in the City Council, Borelli chaired the committee on Fire & Emergency Management (2017-2021), overseeing billions of dollars in annual spending and the 18,000 employees of the New York City Fire Department and New York City Office of Emergency Management. He spearheaded legislation on labor matters, environmental regulation, government operations, and building safety, including the 2019 update of the citywide fire code, working in conjunction with regulators, trade groups, and industry leaders.
Borelli served on the critical Land Use Committee and Zoning Subcommittee, weighing the most challenging and controversial real estate development proposals in New York. Additionally, he served on the council’s Budget Negotiation Team and the committees on Education, Parks, and Rules, which evaluates and approves mayoral appointees to several significant boards and commissions.
Prior to joining the Council, Borelli was elected to the New York State Assembly in 2012, serving until 2015. He was the Ranking Member on the Committee on Cities and a member of the Committees on Energy, Banks, Housing, Health and Transportation. Borelli also served on the MTA’s Capital Review Board (2013-2015) and the New York City Voter Assistance Commission (2012).
Borelli was Chairman (2022-2025) and a member of the National Forum of Republican Mayors, Council Members & County Leaders, part of the Community Leaders of America, where he worked with a diverse group of elected leaders and major national corporate partners to develop rational municipal policy. He also is an Adjunct Lecturer of Political Science at CUNY and a 2019 Lindsay Fellow at its Institute of State and Local Governance.
Joe has logged over one thousand appearances on major news networks, including Fox News, Fox Business, CNN, CNNI, Newsmax, BBC, SkyNews, NY1 and MSNBC. At various times, he has served as a spokesman for a statewide independent expenditure committee and the NY State Republican Party, a surrogate for the Trump Campaign and the RNC, and a co-chairman of statewide political campaigns, including Trump 2016 and Zeldin 2022. His writings are regularly published in the New York Post, and he’s been featured and often quoted in the Daily News, New York Times, Wall Street Journal, Newsweek, Politico, and The Hill.
Brad Card is a Managing Director at Chartwell Strategy Group. Card possesses more than 30 years of unique senior-level executive, congressional and corporate experience in Washington working on many of the most high-profile advocacy issues of the past generation.
He began his career in law enforcement, having served with the New Hampshire State Police both in uniform and undercover. He was cross-designated with the FBI and U.S. Customs, where he received numerous recognitions and awards for his undercover service. He coordinated government relations for the Traffic Control Material Division of 3M for the Northeast, and he continued his career working at the U.S. Department of Defense – Strategic Operations and Low Intensity Conflict – Drug Enforcement Policy and Strategy.
Additionally, he was detailed to serve in the Executive Office of the President at the White House Office of National Drug Control Policy. He then served as a chief of staff to a member of Congress, managing all policy and political matters.
After leaving Congress, he joined The Dutko Group where he became a Managing Partner and grew Dutko to become one of the most prominent public policy management firms in Washington, D.C. He continued his work with Dutko through vast strategic growth and a successful acquisition. He later founded Card & Associates and successfully advanced client issues there for over ten years.
Adam Bordes is a Senior Director at Chartwell Strategy Group. Bordes possesses more than 20 years of legislative and regulatory experience on issues such as education, transportation, healthcare, trade, agriculture, national security, homeland security, government operations, technology and privacy.
Adam managed legislative and oversight issues as a senior congressional staffer on the House Committee on Oversight and Government Reform under former Chairmen Henry Waxman (D-CA) and Edolphus Towns (D-NY), and he also served on the staffs of Representatives Louis Stokes (D-OH) and William L. “Bill” Clay (D-MO).
Previously, Adam worked as a contract policy analyst within the U.S. Department of Defense and as a government relations consultant. A native New Englander, Adam remains active in national Democratic politics. He holds degrees from both Providence College and American University.
Janet Nice is a Director at Chartwell Strategy Group, providing firm clients with government relations counsel, public affairs, and legislative advocacy services, including policymaker outreach. She possesses significant Capitol Hill experience in both the U.S. Senate and House of Representatives.
Prior to joining Chartwell Strategy Group, Janet was a Legislative Assistant for Congressman Darin LaHood (R-IL) . In this capacity she devised legislative strategies and was responsible for a policy portfolio on education, veterans affairs, and worker and family support issues. Janet previously worked for Senator Pat Toomey (R-PA) supporting the healthcare portfolio and constituent outreach communications.
Janet holds a B.A. in Political Science and French and a minor in Organizational Leadership and Supervision from Purdue University.
Nick Pasternak is a Director at Chartwell Strategy Group who develops and executes public affairs campaigns emphasizing media relations, influencer outreach, and crisis communications. He specializes in translating complex policy issues into digestible, persuasive messages to achieve clients’ advocacy and reputation management objectives.
Prior to joining Chartwell Strategy Group, Nick served as a Vice President at Firehouse Strategies, where he worked on a variety of initiatives including executive thought leadership, policy advocacy, grassroots and grasstops campaigns, and brand management. He previously was a U.S. Senate speechwriter for former Sen. David Perdue (R-GA), worked on Marco Rubio’s 2016 presidential campaign, and managed communications for state and local political campaigns in South Carolina.
Nick received an M.A. in Political Communication from American University, and a B.A. in Political Science from the University of South Carolina. He lives in Washington, D.C.
Nathan Miller serves as a Senior Advisor at Chartwell Strategy Group.
Miller provides clients strategic analyses and insights helping them navigate an increasingly complex geopolitical landscape leveraging his decades long executive, legislative branch, and private sector experience.
Miller served as a member of both the National Security Council and the National Economic Council, where he contributed to the development and implementation of international economic policy. He also had leadership roles at the U.S. International Development Finance Corporation and its predecessor, the Overseas Private Investment Corporation, fostering private sector investments and overseeing strategic initiatives across the Middle East and North Africa.
He previously was counsel in the U.S. Senate and was the Assistant Administrator of the U.S. Small Business Administration, where his advocacy for growth-oriented policies consistently promoted American enterprise. Prior, Miller was a partner in several highly regarded government relations firms in Washington, where he established a reputation as a savvy operative and was committed to providing exceptional service to clients.
A Michigan native, Miller earned a scholarship from the University of Michigan and was a member of the football team, where he helped lead the team to a National Championship. Admitted to the Massachusetts and New York Bar, he holds a Juris Doctorate and has studied international banking and finance in Sweden. He currently serves as a Trustee for the Gerald R. Ford Presidential Foundation Board.
Sanjeev P. Yadav is a Senior Advisor at Chartwell Strategy Group and is the founder of Banyan Tree Global, an award-winning strategic consultancy and venture development firm with offices in Boston, London, and Delhi. Sanjeev brings a diverse set of experiences in both the public and private sectors from trade/diplomacy and international affairs to investment management, innovation, skill development and India and UK market expertise. Banyan Tree Global most recently was one of four global finalists in the XPrize Rapid Reskilling Challenge, which was a 30-month competition to quickly reskill under-resourced workers for the digital revolution and place them into employment.
Prior to his current roles, Sanjeev Co-Founded and was previously Managing Partner of Banyan Tree Capital, a boutique multi-family office investment advisory firm. He was also a Vice Consul with the Foreign and Commonwealth Office posted at the British Consulate-General Boston and UK Trade and Investment (UKTI).
Previously, Sanjeev worked at Kensington Capital Holdings, LLC, a Single-Family Investment Office and also worked with investment consulting firm NEPC LLC, on the private markets’ due diligence team. Sanjeev is the founder of the MassIndia Partnership, a non-profit trade industry association that seeks to build trade and investment links between the New England states and India.
Sanjeev was appointed by Governor of Massachusetts Charlie Baker as a Trustee of the Board of Trustees of Bunker Hill Community College in 2017 and as a director to the Commonwealth Corporation Board of Directors in 2022. He is an Emeriti Trustee of the University of Vermont (UVM) Board of Trustees and serves currently on the Board of Directors of the UVM Alumni Association.
Christopher A. Smith specializes in taking complex public policy issues and finding ways to communicate them in clear and simple terms to the public, the media, and policymakers. He has spent over a decade leading advising clients on financial services and markets, asset management, tax, trade, and business strategy for C suite executives from the Fortune 500, sovereigns, trade associations, and NGOs.
Chris brings the unique perspective of having participated in government policymaking at the highest levels in both the Executive and Legislative branches, as well as internationally. Chris was previously Chief of Staff to U.S. Treasury Secretary John W. Snow, and Counselor to the Treasury Secretary. He oversaw the Department's operations, and worked on major tax and entitlement reform legislation, financial markets policy, housing finance reform, terrorism finance, as well as international economic diplomacy efforts, which included Brazil, Russia, India, and China. Chris received the Alexander Hamilton Award, the highest honor of the Treasury Department.
Prior to Treasury, Chris served on Capitol Hill on the staff of the House Committee on Ways and Means, including as Chief of Staff for Chairman Bill Archer. He coordinated the day-to-day operations of the committee's professional staff in developing major tax reform legislation and in the areas of international trade, welfare reform, Social Security, and health care. He was a key participant in legislation implementing major trade agreements, including the Uruguay Round and North American Free Trade Agreements.
Chris received a Master of Public Administration (MPA) degree from The George Washington University. He also received that program's Distinguished Alumni Award, and is currently a member of the Advisory Board for the Trachtenberg School of Public Policy and Public Administration. He is a Fellow of the National Academy of Public Administration. Chris received a BA degree in economics from Dickinson College.
